The following are the minutes for the NEC-63 meeting held
on October 16, 2001 in Phoenix Arizona.
Henry Kinnucan reported that NEC-63 has been approved for another five
years, through September 30, 2006.
Harry Kaiser gave the treasurers' report. NEC-63 currently has a balance
of $8,922.75. Our budget situation continues to be strong even though
we lost a couple hundred dollars on the spring meeting. It was decided
that for the spring meeting, we will offer up to three $500 awards to
graduate students to present a paper at the meeting. Contact Cynda Clary
for details. This is also my last at bat as Secretary-Treasurer with
Cynda Clary taking over.
Harry Kaiser gave a report on NICPRE. NICPRE funded five projects for
fiscal year 2002, including projects from Penn State, Minnesota, Davis,
Auburn, and Kansas State. NICPRE is currently in the House Bill with
funding levels equal to last year's. Henry Kinnucan will be conducting
a comprehensive study for NICPRE summarizing the findings of recent
economic research on checkoff evaluation. The study will be conducted
in 2002. Kaiser reported that the last two issues of NICPRE Quarterly
were completed and would be mailed out soon. Included in that mailing
will be a special NICPRE Bulletin by John Crespi that examines legal
issues of checkoff programs. Finally, Kaiser noted that the LNA data
has not been updated since 1997 with the exception of dairy products.
Plans for the fall 2002 meeting were next discussed. The location will
be Washington, D.C. on October 21-22, 2002. This date does not conflict
with the Produce Marketing Association's Annual Meeting, which is the
week before this. The theme will be on the Welfare distributional issues
of checkoff programs, and Harry Kaiser is chair and Julian Alston is
on the committee.
John Nichols presented a report from the nominations committee. He
presented the following slate of nominees:

Cynda Clary, Secretary-Treasurer
These candidates were unanimously approved at the meeting.
Finally, Cynda Clary discussed the spring 2002 meeting, which will
be in Albuquerque, New Mexico at the Holiday Inn on March 21-22, 2002.
The theme of the meeting will be Allocation Issues in Checkoff Programs.
